Obamacare was pretty brilliantly orchestrated: Many of its most controversial—and costly–aspects don’t go into effect until after the 2012 election, giving President Obama a good deal of immunity from criticism. And now many State governments are concerned that they—and not the feds who created Obamacare—will be forced to bear the brunt of anger from those who have problems with government-mandated healthcare. Although Washington writes the rules, the States have to administer the government-mandated health care exchanges, making them the public face for criticism.
